Born and raised in India and based in Washington, D.C., Neelima is the Founder and CEO of Q2IMPACT and Q2GLOBAL, the strategic evolution of The QED Group – an organization she launched in 1998 with a singular vision: to harness data for smarter, more effective decision-making. Nearly three decades later, she leads two global companies operating in over 90 countries, partnering with governments, multilateral institutions, and leading development organizations to deliver technology-powered, impact-driven solutions.
Under her leadership, Q2IMPACT has become a trusted implementer for the U.S. Government for nearly three decades, pioneering adaptive learning frameworks, AI-enabled capacity-building initiatives, and data ecosystems that deliver real-world results. Q2GLOBAL brings this same approach to non-U.S. partners – helping countries and communities around the world build resilient systems, enhance public service delivery, and embrace data-led innovation.
A strong advocate for responsible AI, ethical data use, and behavioral science, Neelima champions the use of AI for inclusive growth, national resilience, and human security. Her work spans initiatives like AI Centers of Excellence, small language model development, and policy frameworks to mitigate bias in large-scale AI systems.
