Q2 Impact has undeterredly supported gender equality, while managing the USAID Governance Support Project (GSP), and has successfully organized workshops and several consultations for key ministries and government agencies of the country, jointly with the UN Women. These were organized under the ‘National Plan of Action on Gender Equality in Turkmenistan for 2015-2020’ to establish a detailed roadmap for gender responsive implementation of the 2030 Agenda.
In September 2016, Turkmenistan officially accepted the United Nations’ Sustainable Development Goals (SDGs). As part of the SDGs, it crusaded to ‘achieve gender equality and empower all women and girls’ with emphasis on ‘adoption and strengthening of sound policies and enforceable legislation for the promotion of gender equality and the empowerment of all women and girls at all levels’.
In December 2017, a Q2 Impact representative facilitated a two-day working meeting in the country, which brought together 20 representatives of Mejilis, the Ministries of Education, Finance and Economy, Labor and Social Protection, and the State Statistics Committee to discuss the practical ways of integrating and institutionalizing the approaches of gender planning and budgeting into the national system of planning and budgeting.
The meeting resulted in finalization of the Gender Responsive Budgeting Roadmap for Turkmenistan (GRB Roadmap). The participants discussed the focus areas that would facilitate integration of gender approaches into the work of the government organizations throughlegislation, capacity building, development and application of the methodological tools, and implementing the GRP approaches with indicated timelines and responsible agencies.
The finalized GRB Roadmap will be submitted to the Working Group on Implementation of SDGs, established in November 2017, for a review. With Q2 Impact’s support, effective implementation of GRB Roadmap will not only ensure achievement of gender relevant objectives of SDGs, but also facilitate establishment of efficient systems to track allocations of public positions to advocate gender equality. This will provide better state services to all genders all over Turkmenistan.
