On March 30, USAID Administrator Gayle Smith spoke about the importance of USAID policy on evaluation at an event facilitated by the Brookings Institution and the Modernizing Foreign Assistance Network (MFAN). Her speech falls on the fifth anniversary of the USAID policy on evaluation, a policy that promotes greater accountability for U.S. Foreign assistance funds and evaluation of development programs. Since the policy adoption in 2011, USAID has conducted an average of 200 evaluations per year.
Administrator Smith addressed successes and challenges in implementing the evaluation policy, the use of various evaluation methodologies, and creating systematic processes for turning evaluations into learning. Among her remarks, Administrator Smith touched on a few successful evaluation case studies, including the “Evaluation Utilization at USAID Study” and the “Evaluation Synthesis Report,” both of which were authored by the USAID Knowledge-Driven Agricultural Development (KDAD) project team, supported by Q2 Impact. Q2 is proud to have contributed to these USAID evaluation case studies and help strengthen USAID’s implementation of the evaluation policy.
