In 2017, Q2 Impact was awarded a master IDIQ contract to provide performance monitoring and evaluation services to the US Department of State.

Strengthening Performance Management and Evaluation

With the Quadrennial Diplomacy and Development Review (QDDR) in 2010, the Department of State and the U.S. Agency for International Development (USAID) aligned their policy priorities, strategic responses, budget planning, and performance management to provide more nimble and better coordinated responses.

To facilitate the change, the Department created the Managing for Results (MfR) framework to provide bureaus and offices with an integrated, multi-year planning and budgeting process to link strategy and resources to support program activity with strengthened performance management and evaluation.

Specific work requirements under this IDIQ will include the design and implementation of performance, process, outcome and, rarely, experimental or impact evaluations; performance monitoring; management assessments; and capacity building to fulfill the Department’s evaluation policy and other MfR requirements.
