Through the Results-Oriented Management (ROM) Activities contract, Q2 Impact supported the U.S. Department of Agriculture, Foreign Agriculture Service (USDA/FAS) with various Monitoring,

Evaluation, and Learning (MEL) tasks related to their programs. USDA/FAS is implementing this approach to improve program planning, measuring, monitoring and reporting by focusing on intended outcomes and not solely inputs and outputs of activities. Q2 Impact helped the Agency to ensure management decisions are based on strong evidence and to improve accountability, transparency and learning from its programs.  Q2 services include facilitating training on results-oriented management; developing results frameworks, MEL plans, and data collection systems; conducting data quality assessments; increasing capacity building efforts; and conducting research and analysis. Q2 successfully completed the following tasks for USDA/FAS:

  • Final evaluation and management review of the Caucasus Agricultural Development Initiative in Armenia;
  • M&E framework development for USDA’s collaboration with the US Defense Threat Reduction Agency (DTRA) to prevent biological threats related agricultural pathogens.
  • Evaluation of the US China Scientific Cooperation Exchange program (SCEP)
  • Learning Agenda and Evaluation Plan for the McGovern-Dole School Feeding Program
  • M&E System development for the Borlaug Fellowship Program
